In 2010, state law was changed to allow the issuance of contractor's licenses to LLCs. In its simplest form, this change allowed more business to do more kinds of business. Sounds good, right? Well, there is a catch. Per state law, if you are a limited liability company doing business in the state of California, you must have general liability insurance. The catch is that the insurance must be underwritten by an admitted insurer, an insurer that licensed to write insurance in the California. Here is the problem, most construction projects are underwritten by surplus lines brokers, or in other words, non-admitted insurers. See the problem here? LLCs are having a difficult time finding insurance for their contractor services. Well, Assemblyman Curt Hagman has introduced a bill to address this very problem.
